ISC Plays Key Role at NYS OCFS

The Contract Management System (CMS) is a comprehensive web-based system for managing contracts for the Office of Children and Family Services (OCFS), from development and generation through review, approval, payment and maintenance. It is the first and only web-based contract management system in NYS government. The new system design needed to absorb data and functionality from two discrete legacy applications and a number of standalone desktop databases while creating new functionalities, edits and constraints that would enable online contract processing. Interfaces with OCFS and OSC financial management systems would be necessary as would the conversion of ten years of contract data.

CMS features and functionality include modules for maintaining detailed information on contract properties and business rules, a repository for managing and versioning of contract document templates, modules for creating custom budget and expenditure report formats, workflow management of key contract processing tasks including contract review and financial transactions. Additional features include a comprehensive fund coding module with automated generation of encumbrance transactions, table-driven maintenance functionality, a central contractor master file and a module for managing centralized hold placement on contractors, contracts, programs and funding sources. The end result of the development effort is the dynamic online generation, review and processing of the entire contract package.

CMS is highly transferable to other governmental agencies for three important reasons. First, it conforms to New York State mandated practices and business rules from the requirements of the New York State Central Accounting System to the technical and security standards of the Office for Technology. Second, it has the flexibility to meet individual agency and programmatic requirements by virtue of extensive table-driven maintenance modules and rules engines. And lastly, it can be readily integrated with existing systems because it is a Microsoft .NET application which is designed to communicate across platforms and programming languages.

Consilium is uniquely positioned to perform the necessary tasks for deployment of CMS in other agencies, including gap analysis of agency requirements vs. CMS functionality, software and database installation, application and database modifications based upon agency requirements, interface design and development and data conversion. CMS has been the recipient of the Best Practices Award by the New York State Forum of the Rockefeller Institute of Government, the NYS Governor’s Office of Employee Relations Workforce Champions Award and the Government Technology Best of New York Award.
